Produktionsnahe Qualifizierung und qualifikationsorientierte Personaleinsatzplanung von geistig Behinderten in Werkstätten für Behinderte

Im Rahmen des Projektes 'Produktionsnahe Qualifizierung und qualifikationsorientierte Personaleinsatzplanung von geistig Behinderten in Werkstätten für Behinderte (WfB)', das vom Ministerium für Arbeit, Gesundheit und Sozialordnung vom 01.01.1997 bis zum 31.06.1998 gefördert wird, wird in den Bereichen Metalltechnik und Elektrotechnik der WfB Alsdorf die individuelle produktionsnahe Qualifizierung durch das IAW modellhaft entwickelt, erprobt und evaluiert.
Mit einem auf die Bedürfnisse der Werkstatt und auf das Potential der behinderten Mitarbeiter im Rahmen des Teilprojekts 'Produktionsnahe Qualifizierung von geistig Behinderten in Werkstätten für Behinderte (PIONIER)' in die Lage versetzt, komplexe und ihren Fähigkeiten entsprechende Tätigkeiten mit einem qualitativ hohen Arbeitsergebnis durchzuführen. Auf diese Weise soll die Konkurrenzfähigkeit der Werkstatt mit anderen Unternehmen auf dem Markt sichergestellt werden.

Abstract

Production-oriented Education and Training of Mentally Disabled in Sheltered Employment

Workshops with a mentally disabled workforce have to compete on the free market, meeting customer`s demands of quality and price within set delivery times, additionally they have to offer the possibility of personality developement along with training and education.
One solution to this problem is a production-oriented, requirement-oriented ongoing education. The project, Production-oriented Education and Training of Mentally Disabled in Sheltered Employment (PIONIER) which is a modular education concept, is developed in cooperation with the Caritas GmbH in metal and electroworking branches for the workshop with a mentally disabled workforce in Alsdorf. The concept PIONIER considers the disabled person with his potential and the structure and type of orders of a workshop with a mentally disabled workforce. PIONIER consists of modules independent of each other which are based on the principles of observative and active learning and practising. Each module implies exercises by which the abilities, capabilities and skills of the mentally disabled are trained and improved. Such educational measures are carried out as components of a systematic and longterm strategy. In order to secure jobs and to maintain the possibility of further personality developement in sheltered employment a tool like PIONIER is indispensable.
The Institute of Industrial Engineering and Ergonomics of Aachen University of Tech-nology developed with the Caritas team a computer assisted system for the special needs of machine bound manu-facturing in sheltered employment. PARADISE employed an iterative planning concept. In addition to the usual assignment of resources by the team leader the assignment of a disabled employee to machine and order is also carried out. This assignment is based on the job qualification and is related to the relevant objectives of the organization. The duration of the activities is roughly estimated and scheduled. Instead of planning very precisely the team leader receives a tool with which he/she can react fast and certainly to chan-
ging circumstances, as for example variations in the day performance or failure rates.

'The establishment and the support of sheltered employment is regulated by law in the Federal Republic of Germany. Sheltered employment provides disabled people with a suitable job as long as these disabled people cannot be employed on the free job market (Severely Handicapped Persons Act §54). Workshops with a mentally disabled workforce have to compete on the free market, meeting customer's demands of quality and price within set delivery times. These companies, who offer an appropriate place of work for disabled employees, must also provide the possibility of personality development along with training and education. However, within the ever-
increasing complexity of end processing, conditions of delivery within time constraints make it difficult to fulfil this task. If disabled employees are trained in accordance with the new customer's demands, it is possible to maintain the competitiveness. Therefore, this will create and maintain jobs for disabled employees within the sheltered employment. One solution to this problem is a production-oriented, requirement-oriented ongoing education. The project, Production-oriented Education and Training of Mentally Disabled in Sheltered Employment (PIONIER) which is a modular education concept, is developed in co-operation with the Caritas GmbH. It focuses on the metal and electronic branches for the workshop with a mentally disabled workforce in Alsdorf. The concept PIONIER considers the disabled person with his potential and the structure and type of orders of a workshop with a mentally disabled workforce. PIONIER consists of modules independent of each other, which are based on the principles of observational and active learning and practising. Each module implies exercises by which the abilities, capabilities and skills of the mentally disabled are trained and improved. The modules form a pyramid. This structure enables the process of education in two directions. The horizontal learning deepens knowledge, abilities and capabilities, and the vertical learning increases knowledge, abilities and capabilities. Based on this every disabled employee can be classified and supported individually in accordance with his abilities and capabilities. Such educational measures are carried out as components of a systematic and long-
term strategy. Already three months after the introduction of educational measures the results are visible: The metal working branch in the workshop in Alsdorf was capable to fulfil every task with respect to quality issues and within set delivery times. In the electro working branch two employees are able to support the ISO 9001 principle. In order to secure jobs and to maintain the possibility of further personality development in sheltered employment a tool like PIONIER is indispensable. The workshop in Alsdorf was able to secure new orders, which facilitated the opening of a new electronic department, because of the successfully established educational measures. The workshop in Alsdorf accomplished to create new workplaces and to get orders of high quality from the computer industry. '
